When you put a number to a fractional power it is like taking the corresponding root of the number. 25^1/2 is the same as the square root of 25.

27^1/3 is the cube root of 27. etc.

im not sure what you by literal exponent but that equals the sqrt of 25^1 so 5

I'm not sure what you mean, but 25^1/2 is the same as:

25^1/2 = sqrt(25) = 5^2^1/2 = 5^2/2 = 5
