The flux capacitor thins the barrier between different time frames in reality. However, it is not sufficient to break the barrier. By using the flux capacitor the Delorean begins vibrating nearly in phase with these different realities, however it can not quite break through to them. The 88mph allows for the exact phase correction that allows the Delorean to pass through time.

It's not explained. However, it is very common plot device in sci fi to have some sort of minimum conventional transport threshold before the "hyperdrive" (or whatever) can kick in. Typically, one needs to far from a gravity source, or travelling at a minimum speed, for example. It just makes the plot more interesting than stepping into a box and reappearing somewhere/when else (although that approach is used too sometimes). What would Starwars be without all those ships chasing each other?

It's a movie get over it. It you didn't have to reach 88 miles per hours the story would be kind of boring especially the third installment.
