It's probably moles. If you don't want to kill them, I've heard that if you stamp down hard on the mound, this will discourage the moles because they don't like loud noises and they'll tunnel in the other direction! I read somewhere, also, about someone who put a small speaker down the tunnel and played old Cliff Richard tracks. Also, take advantage of the fine soil in the mole hill. It's great for potting up plants like geraniums as it's like finely sieved soil.

Would help if you can give a better description. How big are the mounds? Is there a "hole" at the mounds? If there is a hole or tunnel visible, it is likely rats or ground squirrels (chipmunks). What part of the world do you live in?
Moles do mound dirt when they are preparing a large underground chamber for breeding and food storage. I just found one in my yard yesterday. Yes, in West Tennessee they are active in the winter.
If you live in a warm climate now it could be ants. Hence the fine sieve look.

Sounds like moles. It could also be crayfish, ants, mud daubers, cicada wasps or any number of critters. Each mound is unique. What part of the country are you in? Is there an opening at the top? A hole or tear?

Charley Horse is right.......where are you? Moles/voles in some areas, here it is gophers.....bigger version of moles. Armadillos are more diggers, they leave holes.
Normally I'd say, traps, gas bombs and poison pellets, but nothing is working for our gophers right now. There are very specific techniques for using each, if not done correctly, they fail. Contact you Cooperative Extension agent for your county to get info in how to eliminate these nasty mammals.
