harley davidson is like the cadallac or mercedes of motorcycles, they believe that they have a far superior product and charge for the name (as you well know). Along with that comes a financial expectation from their customers (being able to buy and maintain the bikes well). For example there is a ferrari dealer near my friends house and to get a test drive there is a year wait, they expect that if you can afford a ferrari you shouldn't have to think about buying it, or try it out on the road for that matter.
In turn it's like asking if ferrari or mercedes will ever offer 0% financing, and because of their image and their target consumer (not to mention the cost of their products) that the answer will always be no.

No, Nobody offers 0% they claim they do to get you in the door but its all BS, You can have absolutly A+ Credit and still they refuse to give you anything with 0%. They may give you a time period of say 6-12 months same as cash but you have to pay it off in that amount of time with no late payments One late payment and finance charge skyrockets to 21% or more .They are all thiefs

Although Harley sales have been going into the toilet, don't expect to ever see that. Harley's main demographic, 40 + uneducated, never owned a motorcycle, closeted-type, is getting older with the rest of their generation. Try as they might, Harley can't pull in the younger generation - those that are educated and want something that actually performs. Further, defaults on existing Harley loans have skyrocketed at a rate exceeding loans on other motorcycle brands as a result of people overextending themselves just so they can own a Harley. So not only will 0% financing never be available, loans to people with marginal credit will be difficult to obtain as well.

Your best bet is too select your HD you want, ask the salesman the "Out the Door" estimate and go to your own Bank or Credit Union and get a loan yourself. It will save you money and give you buying power to be prequalified when your ready to purchase the HD of Choice.

maybe, HD sales have been falling for the past 3 years and at the same time the major Japanese brands had sales increases.
HD made the mistake by only going after new customers and at the same time taking a dump on their former customers.
People in the motorcycle business have no clue what they are doing.
They throw their eggs in one basket and go after the new customers, people that never owned a bike before, and these people are running out. The new customers account for 70% of all HD sales, repeat customers are at 20%.
If HD would have any brains they would give me a job as their president of sales and marketing .

if you walk in with cash you can negotiate a much lower price than you could if you .plan on using the 0 % incentive..
