For a 93? Ditch whatever motor you have...it wont' cut it. Look for a B18(GSR) or H22('Lude)...$$$$ and you're not even half way there. Build up the internals and no less than 20 PSI of boost and you might get there.
FYI, you DON'T need that much power in a street driven civic. 200+ will be fun and 250+ is plenty for such a little car.

Smashing your engine to pieces by hand would be cheaper and easier than making it do it itself.
There is no 'cheap' way to get that much power. Even if you managed it you wouldnt be able to control the car.
Nitrous will give you the best cost to hp increase, but it would require some engine work beforehand so it wouldnt tear your engine up. Even then you wouldnt be looking at anything close to 400.
If you want that much power then use the Civic as a trade-in for something that isnt an economy car.

The cheapest way is never the best way. If you have a stock 1.6 with a single cam, get rid of that engine and get a Type R or GSR motor and build it with a turbo kit, this will give you the horsepower you want. But you have to do a lot to the car ie: put some bigger cams in it, have the block machined, racing fuel pump, bigger injectors, chipped computer, exhaust system. Do not put NOS in your car or it will blow quickly.

Cheapest way Sell it and go buy a real car with a real engine.
Or just go and get you a small block chevy with headers and a Eldabrock EFI and that should do you for 350 to 400 horse. my lawnymower has a better chance of hitting the 400 hp mark than a civic.

Personally I didnt know you could get that much hosrepower out of a Honda,,lol i guess i would try Nos. or a couple of turbos, but there aint gonna be nothin cheap about it.
As a general rule of thumb....It will cost you around $2.00 for every 3 horsepower made.

step 1- install a trailer hitch
step 2- buy a small trailer
step 3- purchase the motor you want and place it on the trailer..technically not in the civic but i dont think it will fit in your trunk.
