how do you programme an operating system for a cellphone. I dont know much about this section of cellphones but I do know programming in general and can operate a cellphone without causing a national emergency. Thanks in advance.

I'm guessing that you want to write programs for your cell phone, not an operating system. Find out what OS your phone uses, then find some appropriate tutorials or books for programming in that OS. Many cell phones also support Java, and it's pretty easy to write Java programs for cell phones.

Writing an actual cell phone OS is...challenging.
