Trust me, if someone is stuffing their face with french fries at restaurants, at the high rate that Americans can really do today, it wouldn't even pass someones mind. It's horrible.

By the time it would take you to count your fries. They will be cold. I hate eating cold fries. Just eat them and don't worry about one. I get full way before I eat the whole bag. Don't waste your time or theirs.

They go by how many fit into their cup. There is no specific number that is right.
Maybe the server who gave you less salt is trying to hint that you are eating too much of it - just to protect your health.
