"blogger" is a website (www.blogger.com) where people can create blogs. A "blogger" is someone who has created and maintains a blog.

when you go to any blogger like - blogger.com - you create an account , then create your blog , for example : if you want a place to write your opinions & let people read them through the internet , or like a discusstion forum , or a place to view your pictures or design , you can upload them to your blog .. it is like you have a website & you're adding what you like to it ..
