Installing a Macintosh program usually won't fly on a Windows machine.

TAR is an archive format used with *nix. BZ2 is the extension for bzip2, a data compression format, also commonly used with *nix. There are several utilities that will extract such files on a Windows system; I use untarw32, which is a free download (just google it).

I would advise you to become more familiar with basic unix tools and formats (such as tar and bz2) before installing a Mac OS image on a PC. Tiger is a fine OS but the learning curve (for both installation and operation) is...well, steep.

This particular zip file is designed for unpacking on a Unix based system. If you need to install it on Windows, look for a Windows version of the same file.

Installing OSX86 is a very complex process. It's almost impossible to do.
