All information on the motherboard and processor is cleared every time the PC is powered off. It is impossible to get credit card and other information from either. That information is stored only on the hard drive.
If by CPU you mean the processor (the term is often misused that way), the answer is no. If by CPU you more correctly mean the box that contains the system board, processor, memory, hard drive, video card, sound card, modem, etc., then yes.

The only way a "hacker" can theoretically steal your information is through what is known as non-volatile memory which means that when you power down your computer, most parts of the computer lose all of their information but certain pieces of hardware keep information so you don't lose it, such as hard drives, some kinds of RAM, certain Chips on the motherboard that basically tell the motherboard what to do first when starting the PC. If your looking to dispose of a motherboard, then I would just recommend maybe just breaking it in half to fit in the garbage better. The CPU is fine as well. Nothing is written to either of the two so your fine.

The CPU chip itself contains no personal information. The only information that is changeable on the motherboard is the BIOS chip, which just contains specific settings for the motherboard itself and no personal info. When the motherboard is switched on, the RAM memory contains info, but when it's switched off, the RAM empties completely. All of your own data is either on the hard drive or on another storage medium, like a floppy drive or flash memory stick.
If someone steals the whole computer unit, then it's a different story. They have all the info on it !

From stealing the motherboard? No, that is not possible, all data is stored on your hard drive. If you were to open your case up, its the black enclosed rectangular thing below your cd drives, this is your hard drive, all your data is stored on here.
Stealing the cpu? Yes, that is possible. The cpu includes the hard drive, so yes, they would then have access to all of it.
