Whether you can move space from the other drives to your C drive depends on what they are physically. If they are separate hard drives, then you can not merge them. However if they are part of a single hard drive divided into multiple partitions, then you can merge them.
But to merge them will wipe ALL the files (including the Windows program) from all the drives you merge. You will lose every file on the computer. You will have to completely reinstall Windows and all your other programs. So for most people, merging the drives is not practical.
What you usually have to do is to move files, such as your music, pictures, videos, etc, fom the C drive to one of the other drives. (Or off on a CD or DVD). This will free space on the C drive.

You have move files around. If you move a file from the C drive onto another drive (like D) then more space well be free on C drive and less on D drive (its just like movies files around in a cabinet). but you need to know which files you can, and can't move. Some files windows is going to look for on the C drive and if you move them your boss well get mad because somebody moved the files.

if c is the main system disk (has windows installed on) then you can't add more space to the drive/partition there are ways of getting around this but it involves 2 hard drives, a lot of time and some sort of ghosting software to transfer to new hard drive

Disk space can't be modified, u can run the disk clean up as this will compress old files, delete unneeded files *.chk, *.tmp and setup log files.... etc.

You will need to use a re-partitioning tool such as Acronis.
