Snape is good. He fooled everyone. Either they believed him to be totally evil or totally good (only Dumbledore believed him totally good). But the best all round character that has been developing and changing over the course of her books is Eve Dallas from J.D. Robb's In Death series.

I agree with many on the list already. Definitly Heathcliff. I actually dream of him. Jane Eyre is wonderful. Tess Durbeyfield is a character that haunts me to this day. Roxanna is a woman caught in circumstances that can be paralleled even today.
