Bleach will get rid of the mold. But you need to address what's causing the mold. It's likely you're getting air leakage from inside to outside. As the warm moist air inside the house moves to the cold air outside, water condenses on your window jambs and causes mold and rot (or the glass isn't insulated and you're getting water condensating on the glass and running down in which case it's time for new windows or lower the humidity in your house). You need to seal the windows in order to eliminate the problem. I would pull off the casing trim, and carefully spray insulating foam between the window jamb and wall framing on all 4 sides in order to stop the air movement. Make absolutely sure you don't miss spots or get air pockets.

Use Oxi-clean. The directions are on the back for the mixture you will need to clean wood. It works much better than bleach.
