it's legal in the UK, and it's called filtering.
but you can only do it on the right hand side- do it on the left and it's undertaking and can get you in serious trouble.
also, if the traffic is moving above 10-15mph and you do it, it again becomes undertaking and again will get you in serious bother.
if you're filtering to the front of traffic lights than be careful and keep your wits about you...cover the brakes and clutch and be ready to stop your bike at any second. also, it's technicly illegal, but when i drive in daylight i keep high beam on- there ain't no way people will miss you mirrors that way

Texas passed a law in 2005 or 2006 making "lane splitting" legal as well. So I think California and Texas are the only two states now.

I can't answer this question for everywhere in the world, but it is only legal in California in the USA. In every other state you have to act like a car and take up a cars space, so no passing in-between.
