not the entire movie, just some parts where they have voice over, or parts where the shooting was taken in noisy place

The dialog is recorded at the same time as the visuals. The sound is cleaned up and edited and sound effects are added in and all is put together after editing. In musicals, the singing is dubbed in later with the instrumental music. Usually on set, the singing is done with only a piano. Obviously, if a film is to be shown in a country where a different language is used, the new language is dubbed in later.

Way back in the day, when Laurel and Hardy made their films in different languages, they actually learned their lines in the new language and re-shot the whole film.

Well the dialog in most movies is done on set, but in some movies the dialog is added. It depends, bascily nearly all musicles have them pretending to sing and then they dub it over later. If a movie is in french and they translate it to english then yes as well. If someone swears in a kid movie they will proberly edit that out if they didnt notice it. But no most of the time it isnt done like that.

Not really. Most films are shot and recorded at the same time. When background noise overrides the audio, or the voices are indistinct, then re-recording takes place.
