If you are a licensed locksmith, no problem. If you are not, that would be up to police discretion as they can be considered "burglar's tools." Strict legality would be up to the individual member states' laws.

Certain states come down harder than others on this.
I am a trained locksmith, and have been questioned about tools etc.
In the UK there was a case of a trained locksmith (quite a respected individual) being caught outside a jewlers at night with 2 other individuals.
They all got prison sentences.

Basically it comes down to why you are carrying them in the first place, and where you are.
Some places won't sell them to you unless you are in the trade, but the internet has changed this.
