... of the wiper arm appears to be stripped smooth. Shouldn't the seat have small teeth that lock onto the spline of the motor shaft? The good wiper arm (which I also took off) appears to be smooth too. Maybe all I need to do is tighten it real good?

Should be some splines or keyway to physically connect the two pieces together or they will slip. Take it to a dealer and look at a new one compared to yours....make sure the splines are not stripped also on the wiper stud....usually, the arms strip first being white metal.

It should be fitted by the mechanic properly since no arm is fitted with it
