this colour is unique and i couldnt find an organza ribbon of the exact blue

If it's a poly fabric and not silk, you can cut it with a soldering iron if you have a very thin tip for it. The heat will seal the edges at the same time it cuts them. Use a metal straight edge to ensure a perfectly straight cut.

Organza is a little bit slippery, I would use a temporary quilt adhesive spray to hold it it onto muslin or tissue paper, and use a rotary cutter and mat to cut it. For maximum flexibility, cut on the bias, meaning corner to corner instead of end to end. You get less ribbons but they handle better. Before you un-stick it, paint the edges with fray-check. Paint neatly because the fray-check darkens the fabric a tiny bit, so you want to keep it on the edge.

If you have a serger, try using a rolled hem. This will enable you to have a finished edge on your ribbon with minimal effort on your part, and minimal waste of fabric. (I use my serger every week.)
If you don't have a serger, check with your friends and see if they have one you can try. Or, check out a sewing class at a local county extension program or community college. You may be able to try one there.
