I wouldn't go to a local BestBuy or any store like that, because the sellers usually try to make you buy a more expensive and more powerful computer than you really need.
Find a friend or a family member with a little interest for computers, explain your needs and ask what will suit you.
You can also get him/her to go to Dell online and find a computer that will suit your needs.
After this is done, get some help on ordering what you need, and give the person that helped you a big thank you and some money.
Sure, you can drop the money, but if you give them some, it'll be much easier to get them to help you if you're stuck. ;)

Actually your best bet is the internet. I bought my first computer a little over 2 years ago and didn't know squat about technology. I knew Dell had a good reputation and HP too, and I surfed both their websites, comparison-shopping to get the best deal. You'll get a better deal online than if you go to a retail outlet. Get at least 256 MB of RAM to start, and in order to keep your machine running well, you'll add RAM occasionally.

Try 'Dell'on the internet they are really good and you can choose exactly what you want included like software and printer etc. We have used them at my work and they replaced a monitor within the warranry period quickly. Or shop for a trusted brand at any store, as long as you know exactly what you want then this is the perfect time to do a deal.

It all depends on what you're looking for usability wise:
If you want something that'll look professional, and has decent reliability, I'd go with dell.
If you don't care what it looks like, and want a sturdy, reliable, and cheap laptop, IBM is the way to go.
If Price isn't important, and you want your laptop to be powerful and sexy, Alienware.com is the way to go. Although, be care full with Alienware. Dell has combined with them so they might try selling some of their laptops through alien ware (I haven't caught up with the news recently). One major reason that Alienware computers are spendy, is that they are already overclocked for you. :P
