I think.
It is a metaphor in a known Riddle and he gives the answer: a whip
The riddle:
A long snake
With a stinging bite,
I stay coiled up
Unless I must fight.
----- a whip
A women speaks with wisdom and may win with words, to compare with woman you must not forget to use your words as strong as a whip.
But maybe that is too much credit for Nietzsche.

Nietzsche is often accused of being a chauvinist and a sexist . What people fail to realize is that he often wrote critiques of his contemporaries. He was dissapointed with women, just like today you turn on the t.v flip a magazine or look at the side of a bus only to see a halfnaked girl selling a product. On another ocassion he remarks that a black dress and a silent part make every woman appear smart. But much of his criticism was influenced without a doubt by his own personal experiences with women. If you have ever studied him, then you know he wasn't very succesful with women and then there is the whole story with lou salome. This had a profound effect on what he wrote.

Nietzsche was very unhappy with women. For me, this quote says, 'I wish I could use a whip for the women I loved in due time...'. I love Zarathustra, to my mind that's one of the greatest things in Western philosophy (and poetry!) ever written. But some places are complicated just because they're obviously very personal and very bitter - in others Zarathustra being almost a Buddha. And this mix of divine impersonality and human sensitiveness makes him a really touching character. Have fun reading or re-reading it! It's really worth the time.

As I read and thought about this quote I was thinking about men in general. Well, the men I know in my personal life anyway... I was thinking about how enamored men can be towards women. In other words men love women and with sexual contact can be manipulated in an almost too easy manor. So, to me this quote is a warning that if you as a man visit women sexually, it could be that it would be so enjoyable that the the man could easily misdirect his own life plans to include regular passion with a woman. Not forgetting the whip would be to stay in charge of his own destiny and to remember that he needed to be in charge of his own destiny even though it would be very tempting to loose himself in the world of what women could make him passionately feel.

I believe we take the whip to women, that the women may chastize our arrogance with that very whip. Do we have the free-will, to choose this abuse, and can we become stronger Men, for it, by doing so. I guess, as long as it doesn't kill you, right?

Nietzsche famously complained that his sister sexually molested him.
He was not too romantic with some ladies, so some tension there.
The herd of womankind might generally be needful of manly supervision.
Probably womankind were too much for his system of philosophy, when combined with his unmastered sexuality.
