I heard that in Russia, the legal age to have sex is 13? Why is that?

The age of consent "was" 14 until 4 years ago, when it was raised to 16 to bring it into line with most of the rest of the world.

That's false. According to Wikipedia's age of consent list, the legal age to have sex in Russia is 16 - WITH consent of the parents for marriage.

As specified by the Criminal Code of the Russian Federation, the age of consent in Russia is 16. However, only a person over 18 can be charged. Charges are relatively low (up to 4 years of prison) this includes sexual acts (hetero– and homosexual) and "obscene actions" (with even less charges). {Art 134 and 135} It should be noted that if the victim is proved not to understand the nature and consequences of the act (due to their age or mental abilities), it will be considered rape and charged much more severely (up to 10 years of prison, or up to 15 if victim under 14). {Art 131 and 132}

But then again, 14 was legal in Arkansas until the 80's. And, alot of the child porn out there comes out of Russia, so...

How can you possibly enforce such a law? You would need an overseer for every single person in the region, and that would double the population.

that law has to be fake becuz there is no age law or what ever to lose ur virginity so ye. u can have sex when ever u want at what ever age. ...but in some countrys like india if a girl loses her virginity before marriage then she will get killed...

lol, i don't think so, its even before the girl gets used to periods and menstruation, they may be physically big enough to have sex but mentally are yet unprepared. they must know about safe sex and they must know about the use of contraceptive pills or condoms. and stuff like that.
