there is no location. it is not a trick, or a cheat.

everytime you get into a random encounter, there is a one in 8128 chance that it will be shiny.

so, let's recap.

go to ANY location in the game - any at all

if you fight just over 8000 times, you might find one shiny.

hey, it might be in the first ten fights, but the next 8100 will not be shiny, it's hard to say.

what makes it shiny? if it is in the first eight of a two fifty five by two fifty five grid, it is denoted as shiny.

It's just completely random, doesn't change from where you are or what level you are, just keep playing and eventually you'll get one.
