University it Toulousse, france. (Spelling is probably horrific!!)

Mostly, it is the usual sustects:

MIT, Chicago, Harvard, Princeton, Yale, UC-Berkeley, UCLA, Michigan, Minnesota, Penn, Duke, Carnegie-Mellon.

Basically, the school's ranking is highly correlated with the quality of the economics department.

The only school in the above list that is a little bit of a surprise is Minnesota. It is a great public school -- but overall is just a notch below the other schools listed, and much easier to get into. But it has a top ten economics department.

Outside the US -- but in English Speaking countries, I would say Cambridge, Oxford and London School of Economics in the UK. In Canada, I'd probably say York, Toronto, UBC and Western Ontario.
