I think it looks better than a bare balcony. Also, if they spend time out there then they have a right to decorate it just like any other room, yes?

Because it is there home...just because they might not be able to afford a 4 bedroom house does not mean that they can not do some of the things that those who own(really owned by the bank) houses do.
