Not anymore. There were originally no term limits set up in the Constitution, but George Washington set the precedent that Presidents could only serve 2 terms. Later in the 19th century, such law was put in place. Then FDR in the 1930s revoked that provision, and was elected to 4 terms. After his departure, the provision was put back into place. And sense Bush's party does not control Congress, there is no such chance of him being able to change the law in order to serve longer.

Yes, he would be able to remain in office, but only if he declared a "state of emergency" and imposed martial law.
