Rising sun is act of the sun appearing in the eastern horizon every morning. That generally occurs, let´s say, at 6:00 am.
Rising moon is the act of the moon appearing in the eastern horizon, the time changes considerably every day.

Setting sun is the act of the sun disappearing in the Western horizon every evening. That generally occurs at 6:00 pm for example.
Setting moon is the same applied to the Moon.

Rising and setting can apply to all objects in the sky.

The zodiac in use by astrologers is more than 2000 years out of date. Precession of the equinoxes is the posh term for the wobble in the earth's rotation about its axis. This means that every astrological sign moves on one day every seventy years. Most people belong to the sign before the one astrologers tell them. Most people who think they are Aquarians are really Capricorns but the 18th of February is still in Aquarius.

It amuses me that astrologers ignore precession but happily use Uranus, Neptune and Pluto which weren't discovered for centuries after the date of their zodiac. What are they going to do now that Pluto has been downgraded? Are they going to dump it or bring in all the other dwarf planets?

The Sun and Moon rise every day. The Sun rises in the east and sets in the West. Even though the Moon appears not to rise some days, we are deceived, because when it is New, we can't see it.
