Here's my preference:

Boston (the northern most, and likely, the coolest) -- lots to do in this beautiful city. Walking the Freedom Trail is a must. The Museum of Fine Arts is wonderful. Make sure to watch a game at Fenway Park, too. It's easy to use the "T" (rail/subway) -- you can even take it to the beach.

New York City -- staying in Manhattan may be costly, but with the broadway shows, restaurants, and museums, it's probably worth it! Try the Bronx Zoo, it's wonderful, even if you don't have kids. Go to a Mets or Yankees game. See the dinosaurs in the Museum of Natural History and the works of the masters at The Met or MoMA.

Washington D.C. -- my favorite city, but in the summer it gets pretty hot. I prefer visiting in the spring or fall. There are so many wonderful monuments and museums -- mostly free! You could easily spend a week seeing all this city has to offer, without spending too much money. Stay within the city, or near a Metro stop, because traffic in the suburbs is terrible!

Atlanta -- nice, but too hot in the summer!

Orlando -- fun, but again, too hot (and crowded!) in the summer.

Depends what you want to do.
Washington D.C., New York City, Boston all have a nice variety of things to do that you can decide if you want to spend the money.
Orlando has things to do if you have Mickey money and intend to spend.
I would vote on DC for family trips and plan on stay outside the city cheaper and taking the metrorail in to tour. I could spend a week touring the "free" Gov building and Smithsonians. But the meals will cost you.

I would say Orlando. NY would be a great choice for the winter time with the lights and decorations.

I'm sorry but the answer is Wyoming. All of these cities are notorious for being hot and humid in the summer.
