Well Baccano has some of what your saying, but is overshadowed by other aspects of the story. It does have Romance, it has mafia and gangs, but probably not to the full extent that you describe . Baccano is really the only anime i can think of, find, and actually recommend that has the qualities that you want. But a new anime has been introduced in the summer season called La Storia della Arcana Familiglia that fits the most, but i haven't watched it because i've read early reviews that say it's pretty stupid. But hey you do whatever you want

I highly recommed "Kaiji" and "Akagi", two animes based on Nobuyuki Fukumoto's mangas
