did the decree say she COULD change her name back or she HAD to change her name back?

If there are children involved, then you may not be able to make her change her name back at all.

You may need to talk this over with your divorce lawyer. I haven't heard of a case where the ex-husband insisted on his ex-wife going back to her maiden name, so I'm not sure what, if any precedent there is.

The choice is up to her. You CANNOT decree she change her name. If the atorney said you could, you have an inept attorney. Sorry
