There is a palce like that for the kids in Sunrise Fl in the Sawgrass Mills Mall called WannDo City.
This place is the size of 2 football fields and is a City run by the children. The children do all the jobs...... Law Enforcement,Medical,Theatre,Circus, Fire Fighting, City Hall, etc...they recieve pay in the form of WannaDo Bucks which they can deposit in the WannaDo City Bank (when they first arrive they recieve a 'paycheck' which they take to the bank and start their account) and the children get an account book and a debit card (useable only at WannaDo City)...certain activities can only be done by paying with WannaDo money and you can not buy the money, you have to earn it.
There is an age limit of 14yrs old and it's not really good for those who are under the age of six ( they must be able to venture away from mommy/daddy for a few minutes and behave and listen to directions)....as there is no chance of them wandering out of this place (everyone is given special bracelets---childrens will set off alarms---parents need to match children to be able to leave with them).
I took my daughter and she had a blast. It is a great and safe way for her to explore Real World jobs, gives her a sense of pride when she gets paid for a job well done and allows her to 'deal' with money ( track, deposit, control) with a minnimum of help from mom.
I just wish it was closer (it's a 3 hr drive for me at this time), but it's a great treat every 2 months....... It does cost to get in, but it is well worth it.

Depending on what city you are in, check for Discovery Centers and a local Children's Museum. As another responder said, in Boston, MA we have a wonderful children's museum where children can role play and have a blast! I went with a school group four years ago, and it is even better now!

The Children's Museum in Portsmouth Va has a play area that has stuff like that. They've got a fire engine, a grocery store, and bank WITH a working drive through tube thing (you know those tubes you send your money through!).
I would think that most children's museums throughout the country would have stuff like that since they are designed for the kids in mind.
