First of all, the horse's name is not Bob.
Sometimes horses had their tails docked (bobbed). The jingle bells were ringing on the harness of the bobbed horse.

My understanding is that it is refering to the the horses tail. It is bobbed - cut shorter and then bells are tied to it as it pulls the sleigh.
