"Bells on bob-tail ring"

First of all, the horse's name is not Bob.

Sometimes horses had their tails docked (bobbed). The jingle bells were ringing on the harness of the bobbed horse.

A bobtail is an animal, in this case the horse pulling the sleigh, which has had its tail cut off short. This was sometimes done to keep the tail from becoming tangled in the reins or harness. "Bells on bobtail" refers to the jingling bells attached to the horse's harness.

My understanding is that it is refering to the the horses tail. It is bobbed - cut shorter and then bells are tied to it as it pulls the sleigh.
