According to the Octet Rule, atoms are most stable when their valence shell of electrons is full. There are only 7 known elements that have a full valence shell of electrons in their elemental form: The Noble Gases. All others, therefore, but join with other atoms and either share or trade valence electrons until they reach this happy, stable state of a full valence shell.
