NaCl is homogeneous because on the microscopic level (i.e.: looking at salt at the crystal structure level), we see that the arrange is uniform, that is, it repeats in a pattern in an infinite direction. At the macroscopic level (i.e.: using the naked eye), just having a bowl of salt on the table, you can see that the salt is the same throughout the bowl, that is, it is uniform.

NaCl best known as sodium chloride or table salt is a homogeneous mixture because as we all know homogeneous are mixtures where it is a mixture of particles but when we see it with our naked eyes these can be seen as one. On the other hand heterogeneous mixture are mixtures where particles can be seen differently. For instance a sugar mixed in water is homogeneous while a salad is a heterogeneous mixture. These mixtures can also be synonymously compared to a solution (homogeneous), suspension (heterogeneous) and colloid (seen as homogeneous but classified as heterogeneous). Examples are the following:
solution=NaCl
suspension=salad
colloid=gelatin/jalousy

Pure NaCl, common table salt, is not a mixture, but a compound made of two elements, sodium and chlorine bonded together. Maybe you meant NaCl (aq), which is sodium chloride mixed with water. Since sodium chloride is very soluble in water it mixes uniformly with the water. In that case, the sodium ions will attach to the negative pole of water molecules and the chloride ions will attach to the positive pole of water molecules and the mixture will be very uniform throughout.
