Me and a friend of mine have our own business, we make shirts, we give piercing to people, we sell electronics, all legal.
But we are thinking of emailing people asking for a paypal donation to help our business (so we can buy more resources to sell), and if it goes well, they get some of the money, and minimun, their money back.
is this legal or does it sound illegal?

All of that info is true, we will not add any big or small lies.

As long as you state that the 'donations' are for a For Profit business and do not claim to be any sort of charity, i believe you can ask anyone for anything. However, what you are posing sounds like an investment plan - if donors "invest" money they have the possibility of getting their money back. It sounds like a long shot to get people interested it that, but it is not illegal, as long as you are clear on the risks.
