I live in an apartment and the person under me is always playing loud music , contacted the lanlord and she told it was not her problem she sent a letter and if it is to loud i should call the cops , I dont think i should have to do this

Go to the corner phone...call the police and tell them you are the manager of the apartments and that room number ??? is causing a disturbance. They will go there and tell the noise makers the manager called them out....put the monkey on their backs....ha ha

Go to the local landlord and tenant court or tribunal. I don't where you are from? In Ontario Canada you can make an application to the Landlord and Tenant Board against your landlord for serious interference with your quiet enjoyment of the property.

In order to be successful, you will need to prove that you put the landlord on notice of the problem (preferably in writing which you kept copies), and that the landlord failed to take appropriate action. You may want to keep a journal noting the dates and times of excess noise to include in your letters to the landlord and to refer to when giving evidence.

You may need a an experienced paralegal to help you with the application and the hearing.

In my opinion and also by rational thinking, you have the right make complains even to the police, if there's a disturbance in your social area, thus the landlord won't do anything about it. Also, you might want to check the decibel off which your neighbor overpassed the limit and look into your state's legislation, cause after what I heard about the US legislations state-by-state, it just freaking me out. So take care and watch out for noisy neighbors.

You might want to just talk to them first. Perhaps they are unaware that their music is disturbing you and, try to be polite. If that doesn't work call the cops.

Its common, just call the cops. They may be volume level ordinances that could even lead to fines if they keep it up.
