Here are my choices and the reasons why.
1. Tommy Dreamer - Was a former ECW Champion and is the "Innovator of Violence"
2. Sandman - Was a former 5 time ECW Champion and is a crowd favorite with his smash mouth fighting style
3. Rob Van Dam - Is a former ECW and WWE Champion, is the only man in history to ever held both titles at one time, and held the ECW Television Championship for 23 months
4. Sabu - Is a 2 time ECW Champion and is The Homicidal, Genocidal, Suicidal, Death-Defying Maniac

I can't decide a single person, but I can tell you what my favorite formulas were.
Mike Awesome & Masato Tanaka. They killed each other in 1999, and put on some truly violent classics in FMW and ECW.
Sabu & Rob Van Dam. Weather they were teaming or facing each other, they kicked some serious booty. (Highlite) Rob Van Dam vs.Sabu-Stretcher Match
Raven & Tommy Dreamer. The biggest feud in the '90s this side of Austin/McMahon, and it only saw Dreamer(the babyface) win one match.
