I grew up in Texas. It can be VERY cold in Texas, depending on the part of Texas you're referring to. The panhandle of Texas (the square part in the north) is really just an extension of the great plains, and experiences blizzards just as the rest of the Great Plains states like Colorado, Kansas, and the Dakotas do.
Further south, February will be a bit milder, but it can still get very cold. Due to the influence of the Gulf of Mexico and its moisture, it can be very mild, or it can be moderately cold. From about Waco to the Dallas area and up to the Red River (border between Texas and Oklahoma), it can be quite cold in February. If you are around the Austin area or southward, February is considerably milder than in the northern areas. West Texas has similar conditions, but is drier, so it often feels colder, as there is less moisture to hold heat. There is also more wind in west Texas, so that makes for more of a wind-chill effect.
All in all, if you are planning to visit, I would keep an eye on upcoming long-range weather forecasts for the area to which you expect to be traveling, and plan accordingly.

Well i am a texan. The weather there is ok in feb. Sometimes a bit windy in the country (getting ready for spring) It isn't like 90's or anything. But 70's and 80's.

Typically sunny, a bit breezy and just fabulous. Mid 70's to 80's. Used to live there, now living in rainy Seattle and missing Dallas like crazy!!!!!!!
