According to Wikipedia, George Romney, Mitt Romney's father was born to American parents in Mexico. The family was run of town and moved to Mexico because Romney's grandparents were polygamous Mormons and the federal government at that time was hunting down polygamists. How ironic since Mitt Romney's policy is hunting down illegal Mexicans and running them out of town? George, Mitt's father, was eligible to become a presidential hopeful because he was born when his fugitive American grandparents were hiding out in Mexico. Unfortunately, George Romney lost to Richard Nixon his 1968 Republican bid.

The phrase "natural-born citizen" as used in Article II applies to anyone who acquired citizenship at birth, including birth abroad to a US citizen parent or parents. This is subject to various prior residence requirements, but George Romney would have qualified.

For what it matters, he would also have acquired Mexican citizenship through birth on Mexican soil.

He was not Mexican. Don't know if he was born in Mexico, wouldn't matter his parents were US citizens.
