I haven't lived in the US for years, but I do visit it once a year for a couple of months during summer. I am an American citizen and have a US passport. So if I wanted to study in the US for college, would I count as an international student or not?

Nope. Since you have american passport, you are american citizen. That would not make you international student in the US.
