does it represent a triumph of liberalism or conservatism? why

Conservatism after all it insure the rights of the individual over that of government. Nuff said

It represents neither one. It represents BALANCE. It is designed so that except in extreme times, NEITHER the forces of liberalism nor the forces of conservatism will win out completely. It does have this one trait that SOME will consider weakness - that in polarizing times, one side or the other will appear to win. (E.g. 9/11 and conservatism as associated with federalism to the detriment of individual rights; however, compare that to the great depression starting with the stock market crash of 1929 followed by liberalism in the form of social programs and the decline of power of big business.)

When the polarizing influence is removed, the balance of power is usually restored. Thus, except in extreme times, when a particular course of action is clearly needed, the constitution forces balance and compromise so that NEITHER conservatism nor liberalism holds absolute power.

It is a triumph of neither Liberals or Conservatives; it is a triumph of the People. For the Constitution allows for the choice of being either Liberal or Conservative, or something different altogether.
