If you mean parallel as in the term similar, then the North American cordillera is the best choice, as it runs the entire west coast of the continent, provides large rainshadow effect and curves to the east at the north tip.

There is no mountain range that actually runs parallel to the Andes.

EDIT: Cordillera de la Costa in Venezuela is a northeastern extension of the Andes and when referring to the Chilean Cordillera de la Costa, it is considered to be the first phase in the Andean Orogeny.

Cordillera de la Costa is a mountain range along the Chilean coast that runs southward parallel with the Andean Mountains. It is well accepted among geologists that it is older than the Andes.
