I find some Japanese people in many countries, but I can not say that I have seen bigger groups in any country in Europe.
You can look at Travel Forums in Japan, or just make your own travels and see who you meet.

You should consider Malta. It's an island in the middle of the Mediterranean Sea in Europe, south to Italy. I have recently stumbled upon this video clip about Malta http://www.youtube.com/watch?v=ZYqYJlZeSMg recently too.
