If it's just RAW the show we're talking about then it's without a doubt Stone Cold Steve Austin.
If we're talking about the WWE in general then its Hulk Hogan followed by TheUndertaker.

The greatest would in my opinion be Triple H. The guy is just an awesome wrestler and the fans love him. No one could ever do the pedigree like Triple H.

I can only think of three
Hulk Hogan(not a fan) but he launched wwf back in the day
Shawn Michaels.... Carried the wwf for years and years while they were losin to wcw and losin talent.. he still stayed.. and is still wrestlin today to help put younger stars over..
Stone Cold
not only did he bring wwf up.. but he brought all wrestling up in general IMO
