It's really up to the manager of that store, but if they want your continued business, they should be willing to order one for you. As a person who's worked in a pet store and ordered animals, it's guaranteed money for them to buy something a customer requests, as opposed to something you "think" might be sold, and the corporations that run these stores are there to make money. Just ask to speak with the manager the next time you're in.
Just be aware that when these stores make their orders (and this applies to chain AND private), they must do so from lists by their suppliers of what animals are available that week. Just because you order, it doesn't mean that animal will be immediately available. Availability will depend on things such as breeding seaon of the species, weather, and shipping conditions. Many breeders won't make sensitive animals available if they are to be shipped during bad or cold weather, but wait till the weather warms up.

Do a Google search for toads and click on Wikipedia and they'll show you a list of where each toad comes from. Click on Europe or North Eastern America and they'll tell you about all the frogs that live there. Choose a frog, not a poisonous one, and copy down it's full name. (The full name on what type of frog it is.) And give it to them.

If you know the type of toad that you are looking for, type it into the web search bar.
Then you'll get different listings of sellers and how to care for the amphibian.
With different toads there are factors you need to take into consideration......
different temp settings for day and evening
heat rocks
humidity
food
water
cleaning its "home"
treating illnesses
if one is able to interact with toad

If they have access to that, via breeders, then they can special order. Ask them about it, after you figure out the type of toad you'd like.
I know that Petco told me if I wanted a Schneider Skink and they don't have it, that I could get it ordered (you pay for it at the time, for then they aren't ordering the animal just for you to change your mind).

i wouldn't get it from petco or petsmart, beside asking them to ship it will cause the toad great stress.

I doubt that they would. They have people they purchase certain things from and unless one of the merchants has what you want, you are better off looking on the internet for someone who can get you one
