That is ALWAYS a scam. A visa and work permit have to be obtained in your home country.
Also: You really ought to do a search for "Sun Oil" on both Yahoo Answers and Google. You will find immediately how many hundreds of other people have received the same scam letter that you have:

if it looks like a scam, smells like a scam, and tastes like a scam, then it probably is a scam. this seems to qualify on all counts!
