Most liberal arts universities are private, and thus not cheap, and most require the SAT (I assume you are willing to take the ACT, otherwise no one will take you). Look at Truman State in Missouri. They are public. I'm not sure if they will take the ACT in place of the SAT, but they might.

Flagler College in Florida. Under $20,000 per year for room and board. Will accept ACT.

The above are easy to get into and will throw scholarship money at you.
