They are held accountable. It's called the election process. If they are really egregious then there is a process of recall available in most states whereby an office holder can be removed by a vote.Remember that's how Ca got Arnie.

I live in one of 50 states. I will hold my Congressman and two Senators responsible how they represent ME but I can't do anything about those in other districts and other states.

The key is to actually communicate with your reps. and let them know how you want them to represent you. If they don't do that to your satisfaction let them know. By election day if they are still not representing you to your satisfaction mark your ballot for someone else.

That is how it is supposed to work. Democracy takes work. Totalitarianism thrives when people are lazy.

To answer your question;

They are accountable in every election, if the majority of their districts and states feel they are not being represented by their elected officials then they are not re-elected to their seat in Congress. You cannot go by polls because they are just a snapshot of the views of the few people polled.

The voters shout vote for who best represents their views overall but may take other things into consideration such as honesty, the ability to help the state's economy and the quality of the projects they bring into the state. I think its a mistake to judge your representatives on a single issue where you may disagree with them.
In a representative democracy our senators and representatives should vote for what they think is right - not for what is most popular.

They would be accountable if people would vote them out of office, we will not get good effective representation until the Pork is evenly divided and a few people are not reelected because they have been in congress for 200 years and get the most pork, sense i am on a roll i will add one more thought TERM LIMITS would clean it up.

No the people should for not thoughourly researching the reliability of the candidates they vote for, for not voting out someone who is unfit, for just reading the campaign time stuff and not the stuff during the non-election season.

Don't re-elect them.

Only 33% of Americans vote. If people would stop simply complaining and exercise their right to vote, then corrupt politicians would not be able to run rampant.

It's called an election. You don't vote in the idea of a majority mouthpiece, you vote in the person -- it means you trust the judgment of that person. If they lose that trust, vote them out.
