Your question implies that an interconnected series of computers is out of control....that is not possible.....computers are machines that human kind have power and authority over....just pull the plug and see how far the computer can reach.
Your issue goes to human kind.....are we out of control....do we need to be regulated. Of course we do....everything we do we do to excess. We eat too much...we sleep too much....we sex too much....we play on the computer too much....we are a species that simply cannot control our compulsions even when we pretend that we are above all such things...we are truly not.
Government control only affords us the perception that we have some authority over those things that we abuse to excess.
To directly answer your question....no we do not need government control of our actions....we need to step up to the plate and control ourselves and stop being so childish.
