Obviously you can't hold yourself out to the public as a licensed electrical contractor if you are not licensed, but you may be able to do some electrical work without being licensed. Obviously if any work you do fails to meet the standards prescribed in the state electrical code, then you can be sued for breach of contract. Furthermore, if you were to do work that caused a fire and damaged property or injured people, then you would be similarly liable civilly, and perhaps criminally.

You could always call the state board that regulates electrical contractors and ask them whether it is unlawful to perform electrical work without being licensed to do so, and the penalties for such a violation. Maybe there is a Nebraska/South Dakota state government website to which you can go to find this answer.

Nebraska Statutes governing electrical licensing and inspection are known as the Nebraska State Electrical Act, Sections 81-2101 through 81-2143.

According to 81-2143 is a Class I misdemeanor and punishment for a Class I misdemeanor is 90 days in jail to 1 year, up to $1000 fine

If you know what you are doing, and it is your home. Usually the local building code board will issue a permit to a homeowner.

Once work is completed you pay an inspector to come check it out.

If it passes inspection you are good to go.

In Alabama it's a stiff fine.More important in my mind is being bonded and insured.This protects the customer and you.To be insured you must have a license
