This question regards my landlord's non-compliance to maintenace repairs. I'm needing to initiate some sort of inspection from an authoritve agency.

Almost every city and municipality in Kansas has a Building Inspection Department.

If you are in a rural area, the county has a Building Standards Code - often the fire marshal is also involved.

Building safety would fall under Code Enforcement, they enforce zoning ordinances or the Construction Industries Division, they are building inspectors. You can get their number from your city office. Health issues can be directed to the environmental department. Depending on the nature of the health violation code enforcement may be able to help.

Most areas have local Building Code offices and Health Departments. They are usually located where you obtain Building Permits. You didn't specify what maintenance your landlord wasn't doing. Some things are done by the tenant including keeping the area clean to prevent insect and rodent infestations.
